make a Halloween costume, need to know how to measure elastic?

I'm making a Halloween costume for my newborn grandson. I work for a chocolate company and want to make it a bag of MM. I need to know how to put elastic at the bottom. I can not remember the failure strength. Is it half of the elastic to be adjusted or twice the elastic width of the garment. I want to fit as baby nightgowns. thanks help quickly would be appreciated.

Elastic is elastic, so you want less elastic than the edge of the garment. Different elastic stretches differently, I would recommend holding a tape measure against her and, holding one end, extending about six inches as far as you can about the tape. More often at least double in length and twelve inches. If that's the case, you need a piece of elastic half the length of its border. Different people and applications will also impact how much elastic to use. In case of a waist, you probably want to be very tight, so a proportion of half the length hem elasticity must be fine. If making a hem on the knees or arms, you'd want the elastic maybe a little more relaxed to allow more movement. Elastic wrists would probably be pretty tight: just enough to slip over the thickest part of the hands.
